Struggling Californian ports make plea for state aid
San Diego and Oakland do not receive any taxpayer dollars and their revenues are drawn entirely from commercial operations. When those decline, the ports have reduced incomes but are still expected to function in emergencies
The ports petitioned the California State Lands Commission to help them win more federal funding and to consider flexibility with land use, possibly opening the way to new revenue streams
