IMO talks confront emissions measures challenge

Adopting short-term emissions measures during MEPC 74 was always going to be a tall order. Negotiations in plenary on Wednesday revealed just how challenging it will be to make firm decisions, as governments hold different views on how the IMO should even begin considering these measures. The MEPC has all but approved an impact-assessment procedure for potential measures and an important GHG emissions study
