Shipowners holding off on switch to low-sulphur

It's not in the bread-and-butter interests of shipowners who are struggling to digest overcapacity to switch to higher-cost low-sulphur fuel alternatives

Some shipowners simply do not have the cash to make the low-sulphur switch straight away and are forecast to make moves in the final quarter of 2019
