The European Union's second-biggest recipient of seaborne migrants and refugees wants to change the rules to the EU's Mediterranean anti-smuggling mission, Operation Sophia. EU defence ministers were less than enthusiastic about the proposal during a meeting in Vienna but with the mission's mandate expiring in November 2018, Italy's support will be necessary for an extension
