Stringent regime on oil spills set to continue
WHILE the use of single-hull tankers is due to come to an end next year, following the incidents of the Erika and Prestige , that of Hebei Spirit offers a reminder that without international consensus on rules to combat oil pollution from ships, coastal states are likely to continue to apply stringent domestic criminal liability standards to owners and seafarers.
