The type, quality, value, quantity, and important specifications of the immovable property which has been decided to be sold are as follows:
Dry cargo vessel called "KANLAR 2"
It has been determined that the vessel has been berthed at the Black Sea Shipyard (Ünye) since 06.07.2015; that the vessel was classified by Türk Loydu classification institution but that in the current situation, its classification status does not continue; that the vessel was certified by the authority of the Republic of Turkey on 27.04.2013 for the last time; that its interim visa was provided in Ambarlı on 25.05.2015 but that IT LOST ITS SEAWORTHINESS since the required annual audits were not performed as of 2015; that according to the Seaworthiness Certificate dated 30.04.2013, the MAIN ENGINE of the vessel was ONE ENGINE of SKL brand, 8NVD48A-2U type, and 1160 BHP power with series number 857626 but that IT WAS NOT ON BOARD during the audit; that it was determined that the vessel had three auxiliary machines (generators) including one shaft; that the Shaft Generator was of 220 kW power; that the Generator 1 was of CUMMINS brand, - type, 50 Hz frequency, and 201 BHP power with series number PRM433; that the Generator 2 was of PERKİNS brand, - type, 50 Hz frequency, and 193 BHP power with series number F3259, but that both generators WERE NOT RECORDED on the Seaworthiness Certificate; that the vessel had two holds and that the hold number 2 was cut in order to remove the main engine of the bulkhead of the engine room; that the hatch covers and the opening-closing equipment of the covers were not in good condition; that the forecastle, poop, decks, and main deck of the vessel were excessively rusty and with corrosion; that the accommodation space, engine room, and steering flat of the vessel did not maintain their good condition; that its electric installation was supplied by the coast but that it was not suitable for navigation; that the deck piping system was excessively rusty and with corrosion; that it was required to check, by performing a sheet thickness measurement, the sheet thickness values of the entire sheet components of the vessel such as the shell, decks, bulkheads, holds, floor sheets, frames, beams, etc.; that the vessel had 1 lifeboat and two life rafts but that their annual audit was not performed; that the bridge navigation and communication devices maintained, in general, their conditions but that they could not be operated due to technical problems; that in order for the vessel to be put into service again, it was required to assembly its main engine, to land the vessel and to renew the shaft maintenance, to measure the sheet thickness of all structural sheet components such as the shell, main deck, accommodation space, forecastle and poop, bulkheads, frames, beams, etc., and to replace the same if necessary; that it was required to check the entire electric equipment and cables; and that it was required to perform maintenance works for all bride navigation and communication equipment, to replace all life-saving equipment, and to perform the land and marine surveys of the vessel.

Terms of sales:
1-The tender will be made by way of public auction. Bids can be submitted electronically from esatis.uyap.gov.tr starting from twenty days prior to the first auction up to the end of the day preceding the auction date. During this auction, the tender will be awarded on the condition of exceeding 50% of the value estimated and the total of the receivables of the preferential creditors, if any, and plus the sales expenses. If no bidders appear at the first auction, bids can be submitted electronically starting from the fifth day succeeding the first auction up to the end of the day preceding the second auction date. Likewise, in this auction, the tender will be awarded to the bidder placing the highest bid on the condition of exceeding 50% of the value estimated and the total of the receivables of the preferential creditors, if any, and plus the sales expenses. If no buyer offers such a high price, the auction will be reduced.
2-The bidders participating in the auction are required to make the down payment of 20% of the value estimated to our bank account with IBAN number TR36 0001 5001 5800 7290 4966 93 by stating their TR ID No. and file number, or to submit an "unconditional, performance guarantee unlimited in time" of the same amount issued by a national bank, or to deposit the said amount through the POS device in our Directorate with Vakıfbank Bankomat card. Daily changes in foreign exchange rates will not be accepted and "foreign currency" will not be accepted as guarantee pursuant to Article 1 of the Law numbered 805. The sale will be in cash, and if the buyer requests it, it may be allowed maximum (10) days to make the payment. The stamp duty, VAT, tax debt arising from the rights on the vessel, and delivery expenses will be borne by the buyer. The brokerage duties and the taxes arising from the real rights on the vessel will be paid out of the sales price. HOT MONEY SUBMITTED DURING THE TENDER WILL NEVER BE ACCEPTED.
3- It is required for the mortgagee creditors and other concerned parties (*) to notify our office about their rights on this immovable property particularly together with supporting documents for their claims about interest and expenses within (15) days, otherwise their rights will be excluded from the sharing unless such rights are determined by the title register.
4- Unless the sales price is not paid immediately or in the period of time allowed, the tender will be cancelled pursuant to Article 133 of the Enforcement and Bankruptcy Law. All buyers, and the guarantors thereof, who will have caused the termination of the tender due to participating in the tender, but failing to deposit the tender price, will be severally responsible for the difference between their bids and the final tender price, and for the other losses and the default interest. The tender difference and default interest will be collected by our office without having to secure a court order, and this difference will be collected first from the guarantee amount, if any.
5- The specifications are available in our office as of the announcement date so that anyone can see it, and a copy thereof may be sent to a purchaser against payment of its price.
6- NOTIFICATION OF THE SALES ANNOUNCEMENT PURSUANT TO ARTICLE 127 OF THE ENFORCEMENT AND BANKRUPTCY LAW: In case notices sent to persons concerned whose addresses are not shown in the title registry records (and stated in submitted title records) cannot be served, this sales announcement will be notified by announcement so as to take the place of the notification.
7- It is hereby announced that those participating in the sales will be deemed of having seen the specifications and accepted its content, and that those wishing to get additional information are to make application to our Directorate with the file number with Instruction Number 2013/902. 11/06/2019
