EU committee to vote on divisive ETS changes

The European Parliament struck a compromise deal on changes to the ETS. The ‘charterer-pays’ clause and Ocean Fund are in. But the scope would increase from 50% to 100% of extra-EU voyages by 2028, and the phase-in period is out
