IMO baulks at mandatory bunker licensing schemes

A second effort by shipping's biggest lobby groups to force governments around the world to introduce mandatory bunker licensing schemes to secure the safety of bunker fuels ahead of the 2020 sulphur cap has fallen short of its target of having such red tape universally imposed.
