The proposed legislation recognises that navigation channels at the country’s busiest 59 ports are available less than 35% of the time — and the conditions at mid-size and emerging harbours are far worse
With the opening of the expanded Panama Canal, larger container ships will increasingly call on US ports, and dredging needs will continue to grow
