Viewpoint: Buying bio-safety
Port health and quarantine systems have increasingly been challenged by the explosion in world trade and international travel, and it should not take an Ebola outbreak to underline the importance of these services. So where does that leave the row currently raging over Australia's proposal to levy a bio-security charge on containers?
If the Australians guaranteed that box charges would be hypothecated to quarantine services, perhaps there would be less resentment of the levy
