AMID the debate over ship recycling conditions in Bangladesh the human element can be obscured. This is surprising, because the entire debate centres on the lack of humane conditions in countries that allow low-paid workers to tear down ships on beaches. The International Maritime Organization has come up with a reasonable plan to reduce the hazards but its effort is criticised by green and human rights groups, which say that is too slow to save lives.
