Stricken Explorer had history of port state control deficiencies
THE cruiseship at the centre of Friday’s Antartic evacuation drama, Explorer, had five deficiencies listed at its last inspection, including failure to lodge search and rescue co-ordination plans with the Maritime and Coastguard Agency.
