PERUSING his Federal Register recently, the observant Dennis Bryant of US law firm Holland+Knight noted that the North Pacific Right Whale has been allocated two habitats where, presumably, the huge creatures will be allowed to meander without shipping bumping into them, writes Michael Grey.
