Quebec approves Rabaska terminal
FOLLOWING a prolonged regulatory phase and strong local opposition, the Quebec government has approved the Rabaska project to build a $815m liquefied natural gas terminal at Levis, across the St Lawrence River from Quebec City, writes Leo Ryan.
