SOMALIA, an impoverished nation in the Horn of Africa, has been without effective government since dictator Mohamed Siad Barre was ousted in 1991. Since then the country has been the scene of protracted conflict between rival warlords, who resort to piracy to generate the cash to fund the fighting.
