SOUTH Korea’s Samsung Heavy Industries will set up a $107m fund to assist residents and fishermen hit by the country’s worst oil spill following a collision between one of its barges and the oil tanker Hebei Spirit in December 2007, writes Mike Grinter in Hong Kong.
