RECENT storms that blanketed central, southern and eastern China in snow — blocking road and rail networks, causing coal shortages and stranding millions of people — have shown the fragility of China's logistics network. Despite spending billions of dollars on infrastructure construction over the past eight years, China saw the severe limitations of its transport system as lines of trucks waiting for the weather to ease snarled up expressways.
