A VITAL new stage in the development of the Russian Arctic mercantile fleet was signalled by December’s handover of Vasily Dinkov, the first of three 70,000 dwt shuttle tankers purpose-built to serve year-round movements of crude oil from the Varandey terminal in the Pechora Sea.
