CALIFORNIA’s continuing insistence on enforcing a state-level regulation that all international ships coming within 24 miles of its coastline use low-sulphur fuel in all of their engines and boilers at all times is up against yet another challenge in the US appellate court that has jurisdiction over the state, writes Rajesh Joshi .
