THE purported hijack of a Russian-owned general cargoship in the Baltic Sea has raised the question of whether modern-day piracy has arrived in Europe. The short answer is no, and probably for much the same reasons why north Europeans don’t want to go to sea anymore: the economics just don’t stack up.
